
Architecture Design and Building in Costa Rica
The following page is dedicated to people who have an interest in building in Costa Rica for investment or residential purposes. In this regard, professional services for architectural design, construction plans and building permits can only be contracted through licensed Costa Rican architects and/or engineers. Professional fees for the different services are established through the Costa Rican College of Architects and Engineers and are based principally on a percentile value of the total cost of the project.
Once final construction plans are ready for the building permit the actual prices can take anywhere from 1 to 2 months based on individual Municipality jurisdiction and development regulations. Permit verification is also required from other institutions such as. the Public Registry: the Ministry of Public Works (Ministerio de Obras Públicas y Transporte / MOPT) for further road construction projects, the Ministry of Health (Ministerio de Salud); the National Institute of Housing and Urban Development (Instituto Nacional de Vivienda y Urbanismo / INVU) and the Municipality where the property is located (Municipalidad). Additionally, projects should be screened for any environmental regulation that may affect the project, such as National Wildlife Refuges and areas deemed protected by the Forestry Law. The approved permit will be issued from the corresponding Municipality once the permit taxes (set by the Municipality) have been paid.
In summary, project development sequence and professional services can be divided into the following phases:
Phase 1 - Architectural Concepts / Design Development / General Site Planning
Phase 2 - Construction Plans and Permits
Phase 3 - Construction and Inspection
It is important to contract architects and engineers who have ample experience with your type of project and have been recommended by people who have contracted their services in the past. Actual construction can be done through a licensed contractor and the designing architect will be incorporated into the process through inspection.
